    THE ROLE OF THE SCHOOL STAKE HOLDERS IN IMPLEMENTATION OF SRATEGIC PLANS IN PUBLIC SECONDARY SCHOOLS IN MIGWANI DISTRICT, KENYA

    Abstract
    This study intended to determine the role of parents, government and school managers in the implementation of the school strategic plans. The specific objectives of the study were; - To assess the extent to which strategic plans had been implemented in public secondary schools in Migwani district, to find out the role of the parents in implementation of the school strategic plans ,to find out the role of the government in implementation of the strategic plans and to find out the role of the school managers in implementation of the school strategic plans. The descriptive survey study approach was the used. Questionnaires and interview were the tools for data collection. The population of the study comprised of 22 public secondary schools which had documented strategic plans in Migwani district. Stratified and simple random techniques were used to select 66 respondents out of 286. The respondents were parents PTA members, school principals and BOG members. The data obtained from the field was coded and analyzed using descriptive and inferential statistical analysis techniques. The study found that parents and government were the main financiers of all the school projects stated in strategic plans. The government provided teachers and policies which were influential for implementation of the strategic plans. The BOG planned, budgeted and prioritized the items for implementation. An average of 34.59% of strategies had been implemented. There was no statistical difference of the role played by the parents, government and the school managers by 0.979. The study proposed increased involvement of parents in preparation of strategic plans. Government should also remit school funds in time and employ enough qualified teachers. A study should be done to determine the role of other stake school stake holders in implementation of strategic plans e.g Principals, teachers and students
